I am the youngest daughter of John Smith Jr. He worked at SCS which eventually became NRCS, with Mister Paul (the name I called him).
There were many times when my sister and I had to come to the job after school. I was always so happy to see everyone in the office. It was truly a family. They all worked together for 40+ years and celebrated many milestones and life events such as weddings, births of children, graduations, marriages of children and eventually mourned the passing of the coworkers’ parents.
Mister Paul was so kind to me whenever I came to his office. Dad would walk me around the office to speak to everyone. Mister Paul would talk to me about all the rocks in his office. I didn’t know the names of them but he would educate me and it was so interesting to learn. I have a collection of different rocks, stones, gemstones, and shells to this day because of Mister Paul
My father thought very highly of him and considered him a great friend.
I am sad to learn of yet another one of “the old gang” (which is what I called Dad’s coworkers that were there since I was a tiny child) has left us. But I am happy to think of him in heaven reunited with the old gang yet again.
I, along with my mother, offer our most sincere condolences for your loss.

To the Paul Howell Family,
My heart goes out to you. I am sorry to hear of Paul’s passing.
Paul was a great colleague and friend at the NRCS. I always enjoyed seeing and interacting with Paul during our meetings and especially at the epic geology field trip a large group of us took up the Canyon Lake, TX spillway. I was also fortunate enough to serve on a committee with him that met in Washington, DC.
Paul’s sense of humor and pride in Kentucky were his trademarks (as well has his bucket hat). And his knowledge of geology and engineering geology, especially with respect to karst topography, was, pardon the pun, rock solid.
I am glad he decided to work as long as he did as it helped the NRCS tremendously, especially to younger (at the time) geologists such as myself.

I had the pleasure of working with Paul for at least 2 of the decades he was with NRCS. I loved his stories and experiences and even got to go on a few adventures in the field with him. I still drive by one of the farms I visited with Paul and it brings back memories of how respected he was by the landowners as well as his coworkers. On that day, he reminded me that being a gracious guest on the farms we visit is important, but it is ok to not accept a drink from the well just because the landowner was drinking it. Paul quickly intercepted the glass of water I was being handed. I have chuckled about that many times thinking back. For the record, Paul didn't drink the water from the well either.
Since Paul retired, I have missed his wisdom on all things TSP, and missed seeing his cubicle covered in post-it notes. His wisdom and friendship will be missed but his impact on so many of us who had the pleasure of working with him will live on.

Paul made several trips to Bath County to help me when I was a District Conservationist there. I knew I would have fun and learn something new when Paul visited. Like everyone else, he always called me "Cowboy." He would tell me to have my geology maps out for the area, and to be ready to go to the farm when he got to my office. He would always look over the maps, see when they were created, and then tell me, "Let's look and see who mapped this. I have to know if they knew what they were doing." He would say, "This one guy here is suspect. So, we better go to the field and make sure of what's out there." I would look at the names of the people who mapped the area and one of them was a Howell! I said, "Did you map this area?" He would just grin because he did.
He kept a lot of people from paying the "ignorance tax" when they were building new conservation practices. He also had to tell a few that they had already paid it! That was when folks had been out a lot of money and ended with a failure because they lacked the knowledge to make it succeed.
Later, he became a great friend when I came to work as State Agronomist in Lexington. He was always ready with a quick story or some new knowledge to share.
He was a tremendous resource for NRCS and Kentucky farmers. We all valued his wisdom and appreciated his visits. He will be greatly missed!

Paul was the essence of a true civil servant and professional in his field of expertise. He always took the time to help his fellow conservationists and the public with problems to solve on land and with water. I completed many interesting projects especially involving spring developments in the field with guidance from Paul and looked forward to his jovial personage very time we met. He will be missed by many but he shared his knowledge to a wide swath of folks for a very long time.

I really appreciated Paul over the years. I first met him when I was a District Conservationist with the old SCS in Russell County, KY. He taught me so much about geology and soils that I remember to this day. I also got to work with Paul when I was KY State Biologist at our State Office in Lexington. He was a very unique, intelligent, and caring person. I’m a better person today for having know Paul. I had just seen and talked to Paul at Bill Thomases retirement. I’m glad I had that final opportunity, although I did not know it at the time. My deepest condolences to his family.
